Operator-to-code-execution escalation via unchecked workspace writes

Missing authorization in Windmill 1.56.0 through 1.614.0 and Nextcloud Flow 1.0.0 through 1.3.1 allows remote authenticated users to execute code. Workspace API handlers for script, flow, app, and raw-app creation and update accept an Operator-authenticated request without rejecting the restricted role. An Operator account and network access to the backend API are required; created scripts can then run through the jobs API with the deployment's worker privileges.
