Cross-forum topic modification via first-result authorization

Authorization bypass in FlaskBB 2.2.0 and earlier allows remote authenticated users to alter topics outside forums they moderate. The do_topic_action helper checks IsAtleastModeratorInForum only against topics[0].forum after a batch query accepts topic IDs from multiple forums. Moderator access to one forum and a lower-ID anchor topic are required; successful requests can lock, unlock, hide, or delete other forums' topics.
