Authenticated full-name disclosure via unscoped user lookup

Information disclosure in OpenProject before 16.6.2 allows remote authenticated users to enumerate other users' full names by numeric ID. The API v3 user transition resolves a supplied identifier with User.find_by_unique! without applying the User.visible scope, exposing otherwise hidden users. A minimally privileged account and repeated requests over predictable sequential IDs are sufficient to collect an organization's full-name directory.
