Improper access control in Fortinet FortiManager and FortiManager Cloud allows remote authenticated administrators to bypass workflow approval. Fortinet has not disclosed the affected HTTP endpoint or the authorization check that accepts crafted workflow-session requests without required approval. Administrator access and network reachability to the management interface are required; exploitation permits unapproved workflow changes.
