Organization secret theft via unchecked API fork

Authorization bypass in Gitea before 1.26.0 allows remote authenticated users to read organization secrets through an API-created fork. The repository-fork API checks only organization membership and omits CanCreateOrgRepo, so the fork creator receives administrator access to the new repository. A read-only organization member can enable Actions and run a workflow that receives organization-level CI/CD secrets when Actions and a runner are configured.
