Unauthenticated inspection slowdown via folded-header reparsing

HTTP/1 parsing inefficiency in Open Information Security Foundation Suricata 8.0.0 through 8.0.2 allows remote attackers to slow inspection. The rust/htp header value parser repeatedly restarts parsing when each new packet adds another folded header line, producing quadratic work. No authentication or user interaction is required, and the documented consequence is reduced inspection performance rather than a crash.
