Service interruption via retained DNP3 transactions

Resource exhaustion in OISF Suricata before 7.0.14 and 8.0.0 through 8.0.2 allows remote attackers to interrupt service via DNP3 traffic. DNP3GetAlstateProgress checks a transaction's complete flag instead of its done flag, so processed but incomplete messages are retained and transactions grow without bound. The DNP3 parser is disabled by default; when enabled, crafted traffic can slow the process until memory exhaustion causes the OOM killer to terminate it.
