API key disclosure via unscoped configuration

Information disclosure in Weblate Client before 1.17.0 allows local users to expose an API key to a different server. WeblateConfig.get_url_key reads an unscoped key from the general Weblate configuration section and pairs it with a separately selected API URL. Exploitation requires influence over the client configuration or command invocation, after which requests disclose the key only to the selected server.
