Unauthenticated ROOT access via fail-open identity resolution

Missing authentication in OpenViking 0 through 0.1.18 allows remote attackers to gain ROOT access to the HTTP server. When root_api_key is absent, create_app disables APIKeyManager and resolve_identity assigns every request the ROOT role instead of rejecting missing credentials. Network exposure requires a non-loopback binding, after which anonymous callers can invoke account, resource, and system administration endpoints.
