Arbitrary file read via PDF export filters

Arbitrary file read in Enhancesoft osTicket 1.17.0 through 1.17.6 and 1.18.0 through 1.18.2 allows remote attackers to read server files. The __html_cleanup callback decodes entities and strips characters after sanitization, creating a php:// filter URL that mPDF decodes and reads with file_get_contents. Default self-registration, or guest ticket submission plus ticket-status access, provides the gate; exported PDFs expose files readable by the application user.
