Unauthenticated service interruption via stalled TLS handshake

Resource exhaustion in Traefik Proxy 2.11.34 and earlier and 3.0.0-beta1 through 3.6.6 allows remote attackers to interrupt entrypoints. In pkg/server/router/tcp/router.go, the ACME TLS-ALPN branch clears existing deadlines, then performs a TLS handshake without a timeout or server-side close. When the ACME TLS challenge is enabled and allowACMEByPass is disabled, each stalled unauthenticated connection retains a goroutine and file descriptor until the entrypoint is exhausted.
