Client denial of service via unbounded decompression chain

Resource exhaustion in Node.js Undici before 6.23.0 and 7.0.0 through 7.18.1 allows remote attackers to disrupt clients via HTTP responses. DecompressHandler#createDecompressionChain splits the Content-Encoding header and creates one decompressor per entry without limiting the chain length. A client must fetch from a malicious server; thousands of encodings can consume excessive CPU and memory until the process becomes unavailable.
