Remote code execution via failing-open VLD validation

Remote code execution in Snuffleupagus before 0.13.0 allows remote attackers to execute uploaded PHP through multipart POST requests. The upstream VLD validation scripts invoke the PHP CLI with the uploaded filename; when VLD fails to load, PHP ignores its nonexecution options and runs that file. Exploitation requires non-default upload validation, a VLD-based upstream script, no VLD extension in the CLI SAPI, and a reachable existing PHP script; successful requests run attacker-supplied PHP in the web service context.
