Local-user modification via unprotected CSV import

Missing authorization in Fortinet FortiAuthenticator 6.3.0 through 6.6.6 allows remote authenticated users to modify local users. The GUI's CSV user-import endpoint accepts file uploads from read-only administrators without enforcing authorization required to change local-user records. A read-only administrative session is required, and the operation can alter the appliance's local identity data without higher administrative rights.
