Cross-tenant disclosure and deletion via legacy records

Cross-tenant isolation failure in Grafana Correlations allows remote authenticated users to read and permanently delete legacy records. A backward-compatibility query returns org_id = 0 correlation rows across organization boundaries instead of restricting them to the active tenant. Reachability requires datasource-management privileges and legacy correlations created before Grafana 10.2; exposure is limited to reading and deleting those records.
