Unauthorized data source deletion via TOCTOU

Authorization bypass in Grafana 11.0.0 through 12.4.0 allows remote authenticated users to delete a recreated data source. The deletion-by-name path applies authorization from the deleted object to a recreated object with the same UID during a 30-second same-pod window. Exploitation requires prior administrative access to the original data source, another party's recreation of its randomized UID, and completion before the window expires; the bounded consequence is deletion of that recreated data source.
