Protected webhook redirection via omitted authorization check

Improper authorization in Grafana OSS allows remote authenticated users with Editor access to alter protected webhook URLs. The provisioning ContactPointService update path accepted incoming contact-point settings without comparing protected fields or invoking receiver authorization. An Editor can redirect protected webhook destinations without alert.notifications.receivers.protected:write, exposing alert data and changing delivery integrity.
