Annotation history disclosure via unconstrained time-range query

Incorrect authorization in Grafana public dashboards allows remote attackers to read annotations outside a locked dashboard time range. The public-dashboard annotation query fails to constrain its annotation timerange to the dashboard's locked timerange, returning the full history visible on that dashboard. Exposure requires an accessible public dashboard with annotations enabled; it does not reveal annotations that the dashboard could not otherwise display.
