Cross-dashboard privilege escalation via unchecked target scope

Authorization bypass in Grafana and Grafana Enterprise allows remote authenticated users to read and alter permissions across dashboards. The dashboard permissions API checks the dashboards.permissions:* action but fails to validate that the requested dashboard matches the caller’s authorized scope. Permission-management rights on one dashboard are sufficient to expose and change permissions on other dashboards within the organization.
