Panel disk exhaustion via oversized activity deletion

Uncontrolled resource consumption in Pterodactyl Wings 1.7.0 through 1.11.13 allows remote authenticated users to exhaust Panel disk space. Activity cron jobs pass more than SQLite's parameter limit to a single ID-based deletion, so the deletion fails and retained entries are uploaded again. A low-privileged user must create at least 32,767 activity entries; recurring uploads then grow the Panel database until its storage is exhausted.
