Process crash via zero TIFF RowsPerStrip

Division by zero in the iccDEV TIFF Image Reader before 2.3.1.2 allows local users to crash a host process with a crafted TIFF file. CTiffImg::Open accepts a zero RowsPerStrip value, and CTiffImg::ReadLine divides the current line number by that unchecked field. A user must cause an application to open the crafted file; the arithmetic fault interrupts only the process using the reader.
