Authenticated notice alteration via unchecked management endpoints

Improper authorization in yeqifu warehouse at commit aaf29962ba407d22d991781de28796ee7b4670e4 allows remote authenticated users to alter notices. The addNotice, updateNotice, deleteNotice, and batchDeleteNotice handlers pass request data to noticeService write and removal methods without checking the session user's role or permissions. Any logged-in low-privileged account can create, change, or remove notices, enabling misinformation, hidden announcements, and disruption of internal communications.
