Authenticated attachment deletion via repository-context mismatch

Missing authorization in Gitea 1.25.3 and earlier allows remote authenticated users to delete attachments through repository-scoped requests. The DeleteAttachment handler trusts uploader identity without first confirming that attach.RepoID matches the repository in the request context. The CNA describes public disclosure through cross-repository release linking, but its linked patch instead verifies repository identity and issue, release, or owner write authority before deletion.
