Cross-organization project modification via unscoped project ID

Improper access control in Gitea 1.25.3 and earlier allows remote authenticated users to modify projects in another organization. The organization project status handler passes a route-supplied project ID to the update operation without first constraining the database lookup to the current organization owner. Project write access in one organization is sufficient to alter another organization's project state across the network.
