Out-of-directory file writes via app-name path traversal

Path traversal in Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to write files under $SPLUNK_HOME/etc/. The app-install REST workflow accepts explicit_appname without confining the resulting installation path to the intended app directory. A role containing both edit_local_apps and install_apps is required; the resulting write reaches $SPLUNK_HOME/etc/ and its subdirectories.
