Unauthorized ownership reassignment via unchecked endpoint

Improper access control in Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to reassign saved search ownership. The Splunk Web ownership-reassignment endpoint accepts a target owner outside the caller's authorized scope without enforcing access control. Exploitation requires a role containing the high-privilege edit_saved_search_owner capability and permits unauthorized control of saved searches.
