Data Model Acceleration changes via missing capability enforcement

Improper access control in Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to change Data Model Acceleration. The Data Model Acceleration authorization path accepts enable or disable changes from an app writer without enforcing the accelerate_datamodel capability. Exploitation requires a low-privileged account with app write permission but without admin or power role membership, and the consequence is limited to altering acceleration state.
