Improper Unicode handling in the REST API for Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to create malformed accounts. The account-creation path accepts usernames containing a null byte or percent-encoded non-UTF-8 byte, then converts them inconsistently for storage and management. A role containing the high-privilege edit_user capability is required; affected accounts can become impossible to edit or delete.
