Authenticated payment cancellation via unchecked payment ownership

Improper authorization in PublicCMS through 4.0.202506.d, 5.202506.d, and 6.202506.d allows remote authenticated users to cancel payments. TradePaymentController.cancel passes a requester-supplied paymentId to service logic that checks the site and pending status but not payment ownership. Any logged-in user who obtains another user's payment identifier can close that payment and invoke its cancellation processor.
