Administrative file disclosure via malicious XML upload

XXE injection in Cisco Identity Services Engine and ISE-PIC allows remote authenticated users to read arbitrary operating system files. The licensing feature in the web management interface improperly parses XML from an uploaded file and resolves external entities to files outside the application's intended access boundary. Valid administrative credentials are required, exposure is independent of device configuration, and the documented consequence is file disclosure without integrity or availability impact.
