Full administrative takeover via unchecked user cloning

Privilege escalation in Dolibarr ERP & CRM 23.0.0 through 23.0.3 allows remote authenticated users to gain full administrative control. The user-cloning handler in htdocs/user/card.php accepts a requested user ID and copies the selected account's administrator flag into a new account without enforcing the interface restriction. An authenticated account with the generic user-cloning permission and a valid request token can target the root account despite the missing clone control in the interface.
