Unauthorized package removal via simulated RepoRemove

Incorrect authorization in PackageKit 1.3.4 through 1.3.6 allows local users to uninstall packages via simulated RepoRemove requests. The dnf5 RepoRemove branch executes trans.download() and trans.run() when the role equals REPO_REMOVE even when the transaction carries SIMULATE. Any unprivileged local account can remove repository-owner RPMs or packages installed from that repository without a polkit prompt; arbitrary installation and a root shell are not granted.
