Host-access retention via non-truncating Quadlet replacement

Improper file replacement in Podman allows local users to retain removed Quadlet directives through a shorter replacement file. The quadlet.go path opens the existing destination without O_TRUNC, and ReflinkOrCopy overwrites only the new length when its reflink attempt falls back to io.Copy. The invoking local user must already control the Quadlet; a valid retained capability or volume directive can preserve unintended container access to host resources.
