Cross-group user modification via missing scope check

Incorrect authorization in Tenable Security Center 6.8.0 and earlier allows remote authenticated users to modify users across groups. The user-management authorization path accepts a group-scoped manage-user permission without verifying that the target user belongs to the permitted group. A Security Manager with manage-user permission for one group can alter users in other groups, exposing their data and account settings to unauthorized changes.
