Subscriber-level license deactivation via missing capability check

Missing authorization in Basix NEX-Forms 9.1.9 and earlier allows remote authenticated users to deactivate the plugin license. The deactivate_license() handler processes the request without checking the caller's WordPress capability before changing the license state. Subscriber-level access is sufficient, and the bounded consequence is deactivation of the site's plugin license rather than broader site control.
