Arbitrary index access via unchecked inline monitors

Missing authorization in OpenSearch Alerting allows remote authenticated users to read, modify, or delete arbitrary index data. The Execute Monitor endpoint accepts inline data source and input index parameters without checking them against the caller's fine-grained index permissions. The built-in alerting_full_access role is sufficient on self-managed 2.4.0 through 2.19.5 and 3.0.0 through 3.7.0 builds and managed-service engines 2.4 through 3.5.
