Cross-tenant RBAC hijacking via namespace-blind resource names

Improper access control in IBM Instana Agent Operator builds 1.0.303 through 1.0.323 allows remote authenticated users to alter cluster RBAC. Cluster-scoped RBAC objects use only an InstanaAgent custom resource's bare name as their key, without its namespace, so same-named resources collide across tenants. A tenant able to create an InstanaAgent resource can overwrite a victim's ClusterRoleBinding or delete the colliding resource, revoking the victim agent's cluster-monitoring access.
