Unauthenticated service interruption via unbounded request bodies

Denial of service in HashiCorp Consul and Consul Enterprise 1.3.0 through 2.0.2 allows remote attackers to exhaust agent memory. Several agent HTTP API endpoints read request bodies without a size limit before performing ACL authorization, consuming memory even when the request is rejected. Network access to the agent HTTP API is sufficient; trusted-client restrictions or mutual TLS reduce exposure to service interruption.
