Authenticated command execution via unescaped base commit

Command injection in OpenHands 0.62.0 and earlier allows remote authenticated users to execute arbitrary commands on the server host. The initialize_repo function interpolates the attacker-controlled base_commit value into a git checkout command and passes it to subprocess.run with shell=True without escaping. Access to the affected pull-request workflow is required, and injected commands run with the privileges of the OpenHands server process.
