File disclosure via overridable credential directory allowlist

Missing authorization in HashiCorp Consul and Consul Enterprise 1.18.21 through 2.0.2 allows remote authenticated users to read host files. The Vault Connect CA provider accepts JWT or AppRole credential paths from an operator-writable configuration and checks them against an overly broad directory allowlist before forwarding file contents to Vault. Exploitation requires operator:write permission and one of those Vault authentication methods; Kubernetes authentication and non-Vault CA deployments are unaffected.
