Unauthorized session deletion via missing ACL check

Authorization bypass in HashiCorp Consul and Consul Enterprise 1.19.1 through 2.0.2 allows remote authenticated users to delete sessions. The transaction API session-deletion path processes deletion operations without enforcing the session:write ACL permission required for them. Reachability requires an authenticated caller with network access to the server RPC port; arbitrary deletion can disrupt distributed locks, leader election, and health coordination.
