Availability degradation via unbounded CA roots cache

Uncontrolled resource consumption in HashiCorp Consul and Consul Enterprise 1.2.0 through 2.0.2 allows remote attackers to degrade agent availability. The Connect CA roots endpoint ignores http_config.use_cache=false and creates unbounded agent-cache entries from repeated requests. No valid ACL token is required, and disabling HTTP caching does not prevent the resulting memory pressure and service degradation.
