Agent availability degradation via unbounded intention cache

Published Aug 7, 2026 · Updated Aug 7, 2026

Uncontrolled resource consumption in HashiCorp Consul and Consul Enterprise 1.17.0 through 2.0.2 allows callers to degrade agent availability. The Connect authorization handler ignores http_config.use_cache=false and inserts each distinct intention match into an unbounded agent-local cache. Exploitation requires service:write permission for the target service, unless ACLs are disabled, and sustained cache growth increases memory pressure on the agent.
