Authenticated agent crash via service-router downgrade check

NULL pointer dereference in HashiCorp Consul and Consul Enterprise 1.18.0 through 2.0.2 allows remote authenticated users to crash agents. The downgrade compatibility check mishandles a valid service-router entry after normalization and validation, dereferencing a null value and exiting. Exploitation requires downgrade mode and config-entry write permission, although ACL-disabled deployments require no token; the agent exit interrupts the Consul server.
