Member-level persistent agent creation via unchecked authorization

Privilege escalation in NanoCo NanoClaw 2.0.0 through 2.0.64 allows remote authenticated users to create persistent child agents. The host-side handleCreateAgent function trusts a create_agent action from a shared owner session and writes agent_groups and workspace state without checking the initiating sender's owner or administrator role. Exploitation requires ordinary membership in an owner-initialized agent group and bypasses approval for persistent agent creation without granting the attacker an owner role.
