Unauthenticated file disclosure via raw path dispatch

Improper access control in heshengtao Super Agent Party 0.4.0 and 0.4.1 allows remote attackers to read server-local files. The get_content helper in py/load_files.py treats every non-HTTP file_url as a trusted local path, and handle_local_file passes it directly to open for reading. The public execute_tool_manually route requires no authentication or user interaction, and exposure is limited to files readable by the backend process.
