Cross-tenant deletion via child-org permission check

Authorization bypass in Rapid7 Velociraptor before 0.77.2 allows remote authenticated users to delete other organizations. The server evaluates ORG_ADMIN against the caller's child Org rather than ROOT, while ACLManager accepts that permission on non-root policies. Exposure requires an untrusted SERVER_ADMIN in a child Org without the same ROOT permission, and the result is deletion of other tenants' organizations.
