Authenticated administrative access via disabled method security

Improper authorization in Jeequan Jeepay 3.2.0 through 3.2.9 allows remote authenticated users to access restricted Manager APIs. WebSecurityConfig requires authentication but leaves Spring method security disabled, so @PreAuthorize expressions on SysLogController and other controllers are not enforced. A low-privilege Manager account is required; the demonstrated request reads system logs, while other annotated endpoints expose unauthorized administrative operations.
