Robot impersonation via unauthorized token disclosure

Improper access control in Red Hat Quay allows remote authenticated users with global read-only superuser access to obtain robot tokens. The robot-account API returns password-equivalent token values for repositories where the requesting account has no membership instead of limiting disclosure to authorized repository principals. The non-default GLOBAL_READONLY_SUPER_USERS configuration is required, and a disclosed token permits impersonation with the affected robot's assigned repository permissions.
