Missing authorization in Red Hat build of Keycloak allows remote authenticated users to bind identity providers to unauthorized organizations. The generic identity-provider creation REST endpoint accepts an organization binding after checking identity-provider management rights but not organization management rights. Exploitation requires manage-identity-providers administration permission and changes login flows for organizations outside that administrator's authority.
